SIArb Young Practitioners Network (YPN)
The Singapore Institute of Arbitrators (SIArb) Young Practitioners Network (YPN) takes the lead on the Institute’s engagement with all young arbitration practitioners with less than 10 years’ experience in arbitration or below the age of 40. The YPN aims to promote a strong mentorship culture within the Institute with various mentoring initiatives and networking events. It also serves as a forum for young practitioners to exchange their thoughts and ideas on topics issues in arbitration through, amongst other events, the Annual Debate.
About the YPN Mentoring Programme
Following the success of the Annual Careers Roundtable (which was fully subscribed over the last two years and well attended by a number of aspiring young arbitration practitioners), the SIArb YPN is pleased to present the inaugural YPN Mentoring Programme.
The YPN Mentoring Programme (“Programme”) is an exciting opportunity for 30 young Singapore-based professionals with four years or less of arbitration experience and a keen interest in this field to receive mentoring from senior, established arbitration specialists. The mentors will be supported by mid-level group facilitators for the duration of the Programme cycle, during which mentoring groups will meet four times over a period of six months.
Selected mentees will be divided into groups of five, with one senior mentor and one group facilitator assigned per mentoring group.
During each of the mentoring group meetings, mentors will, amongst other things, provide practical advice and career guidance to their mentees.

Chiann Bao – Independent Arbitrator, Arbitration Chambers; Vice-President of the ICC International Court of Arbitration Tri-qualified in New York, England and Wales and Hong Kong, Chiann is a Chartered Arbitrator and CEDR-accredited mediator. She has been appointed in ad hoc and institutional arbitrations totalling several billions USD in dispute. She serves as a Vice President of the ICC Court of Arbitration and is a co-chair of the ICC Commission’s Task Force on ADR and Arbitration. She sits as the Senior Vice Chair of the IBA Arbitration Committee. From 2010 to 2018, she served as the Secretary General of the HKIAC and was subsequently appointed as a Council Member of the HKIAC. She is an Adjunct Professor at National University of Singapore and a lecturer Sciences Po Law School and serves as a member of the Board of Trustees and an honorary senior fellow of the British Institute of International and Comparative Law. Chiann also serves as a member of the advisory board for the Journal of International Arbitration. She is a member of the board of directors for Maxwell Chambers as well as a member of the global advisory board for the New York International Arbitration Center.

Simon Dunbar – Director and Co-Head, International Arbitration Practice, Gateway Law Corporation Simon is an experienced advocate and arbitrator, who has practised international arbitration in Singapore for the last 17 years. He is admitted to practice in Singapore, England & Wales (as a solicitor advocate) and New York. Simon’s practice focuses on joint venture, energy, technology and infrastructure disputes, as well as investor-state arbitrations. He has represented clients in more than 50 international commercial and investment arbitrations, including some of Asia’s highest value and most complex disputes. He also sits regularly as arbitrator, having served as sole or presiding arbitrator in SIAC, ICC and ad hoc arbitrations over the last 12 years. Before joining Gateway, Simon was a partner at a leading international law firm in Singapore. |

Delphine Ho – Resident, The Arbitration Chambers Delphine was the Registrar of the Singapore International Arbitration Centre (SIAC) from 2016 to 2021, overseeing the administration of thousands of arbitration cases filed with the SIAC and conducted under the SIAC Arbitration Rules (multiple editions), the UNCITRAL Rules and other institutional rules. In addition to supervising the SIAC Secretariat, she was also responsible for the scrutiny and approval of more than 800 draft awards and orders, and was the statutory authority for the taxation of arbitration costs under the Singapore International Arbitration Act. Delphine started practice in one of the largest legal firms in Singapore, handling a broad spectrum of international commercial disputes, including construction and infrastructure projects, shareholder and joint venture disputes, energy, transportation and technology. She entered the Singapore judicial service in 2013, serving concurrently as an Assistant Registrar in the Supreme Court and District Judge of the State Courts. Delphine teaches international arbitration at various levels, and is a member of the Singapore Institute of Arbitrators’ (SIArb) faculty.

KC Lye – Counsel, Breakpoint LLC KC began his career in international arbitration in the late 1990s and has been involved in a wide variety of contested matters in South-East Asia. He handles high-value disputes from a range of industry sectors, including oil and gas, aviation, and commercial fraud. He has represented clients in ICSID, SIAC, ICC and LCIA arbitrations and mediation proceedings in London, Hong Kong and Singapore. He has accepted numerous appointments to sit as arbitrator, both as sole arbitrator and as part of a panel, in commercial cases centred in Japan, India, China, the Philippines and Rwanda. KC publishes and lectures extensively on international arbitration and alternative dispute resolution. His articles have been cited by the Singapore High Court. He is qualified as a Solicitor in England & Wales and as an Advocate & Solicitor in Singapore.

Mohan Pillay – Founding Partner, MPillay Pinsent Masons LLP Mohan is a Chartered Arbitrator, a Fellow of the International Academy of Construction Lawyers and a Singapore/UK qualified disputes lawyer with over 35 years’ experience in commercial litigation and regional arbitration. He is the Founding Partner of Pinsent Masons MPillay and currently practices as a full time arbitrator. Mohan regularly sits as sole and Presiding Arbitrator, and was recently appointed a member of the ICC Commission on Arbitration and ADR. His past appointments include President, Singapore Institute of Arbitrators & Chairman, Society of Construction Law (Singapore), with past teaching appointments as Adj. Assoc. Professor, Faculty of Law, National University of Singapore (2003 - 2011) and Visiting Professor, Centre of Construction Law & Dispute Resolution, King’s College London (2005 – 2011). He is the General Editor of the Singapore Arbitration Journal, a twice yearly publication of the Singapore Institute of Arbitrators, co-published with the Singapore Academy of Law. He is co-author of “The SICC Handbook – A Guide to the Rules and Procedures of the Singapore International Commercial Court” (Sweet & Maxwell, 2016), & (since 2016) a chapter author for the Singapore Academy of Law Annual Review of Singapore Cases' chapter on building and construction law.

Johnny Tan – Independent Arbitrator Johnny obtained his first degree in Architecture from the University of Western Australia under the Colombo Plan Scholarship. He was a founding partner of LT&T Architects where he practised for almost 30 years. Johnny now practises as an independent arbitrator. He is a Past President of the Singapore Institute of Arbitrators (SIArb), having served two terms as President from 2007 to 2011. Johnny is on the panel of several arbitration centres including SIAC, AIAC, HKIAC, DIAC, SCIA, LCIA, PIAC, NCAC and IIAM. He is a member of the Advisory Council to the National Commercial Arbitration Centre, Cambodia (NCAC). An accredited mediator with SIMI, Johnny is a Principal Mediator with several mediation centres including the SMC, CCPIT/CCOIC Mediation Centre, MHJMC, JIMC (Kyoto), IDDRMI, and SCMC. Johnny is an accredited adjudicator with the SMC, and sits on the SMC’s Construction Adjudicator Accreditation Committee (CAAC) and the Singapore Infrastructure Dispute Protocol Advisory Committee. Johnny has held various positions in the Singapore Institute of Architects (SIA) and served as its Vice-President from 1998 to 2000. Johnny has been appointed as arbitrator in both institutional and ad hoc arbitration cases. He has also been appointed as adjudicator as well as review adjudicator in several adjudication applications.

Group Facilitators
Ang Wee Jian – Partner, Pinsent Masons MPillay LLP Wee Jian is an international disputes lawyer, specialising in construction and infrastructure related arbitration. He acts as counsel in ICC and SIAC arbitrations & dispute board proceedings, on complex disputes arising from major infrastructure projects globally. These have involved railways, roads, combined cycle and process plants, coal-fired stations, hospitality projects, and residential developments. His practice has recently taken on a renewable energy slant, with recurring instructions on wind farms and solar plants. Wee Jian is an Advocate and Solicitor of the Supreme Court of Singapore. He is amongst the inaugural batch of Singapore-qualified lawyers recognised in 2018 as an Accredited Specialist in Building and Construction Law. He is a member of the Society of Construction Law (Singapore) and Singapore Institute of Arbitrators (SIArb), and sits on the SIArb Committee (Young Practitioners Network). A recipient of the Singapore Academy of Law Post-Qualification Overseas Attachment Scholarship, Wee Jian has worked in a leading set of barristers’ chambers in London.

Fabian Lim – Associate Director - Construction Advisory, J.S. Held Singapore Pte. Ltd. Fabian’s expertise includes providing construction claims consultancy services and assisting clients with preparing and/or reviewing quantum related claims. He regularly assists with quantum expert witness work on contentious matters and is experienced in working on high-value and complex arbitration and litigation proceedings. His project experience spans across a variety of sectors including oil and gas, energy, infrastructure and buildings. Fabian is presently a committee member of the SIArb Young Professionals Network.

Julian Lim – Associate, Ashurst LLP Julian is an English-law qualified lawyer in the Dispute Resolution team at Ashurst, working in the firm's London office for six years before moving to Singapore in 2022. His strength is in resolving cross-border, international disputes, with a specific focus on the oil and gas, renewable energy, construction and M&A sectors. Julian has helped large corporate and financial clients obtain favourable outcomes in various dispute resolution processes, including high-stakes international arbitration cases under SIAC and ICC rules, and he has acted in litigation proceedings in the High Court in England and Wales. Julian is also a committee member of the Singapore Institute of Arbitrators (SIArb) Young Practitioners Network (YPN), with a focus on engaging young arbitration practitioners through various events and initiatives.

Anthony Cheah Nicholls – Counsel, Havelock Law Corporation Anthony is an international dispute resolution lawyer who is regularly engaged as counsel, arbitrator or mediator in commercial disputes. Over the last twelve years, Anthony has worked on commercial and investment arbitrations including in the energy, aviation, construction, M&A, crypto, commodities and shipping sectors. These arbitrations applied numerous governing laws, were seated in different jurisdictions and were conducted under the rules of the most popular arbitral institutions (including the ICC, SIAC, LCIA, HKIAC, DIAC, LMAA and ICSID). Anthony is admitted to the SIAC’s Reserve Panel of Arbitrators and wrote the arbitral rules of the Beihai-Asia International Arbitration Centre. He is an Accredited Mediator with SIMI and has testified before national courts as an expert on Singapore arbitration law. He lectures at the National University of Management in Phnom Penh, is admitted to the bars of New York and Singapore, and speaks English and French.”

Meera Rajah – Co-Chair, Young Practitioners Network, SIArb; Associate, Sidley Austin LLP (New York) Meera is an Associate at Sidley Austin LLP (New York). She is a triple-qualified lawyer (New York, England & Wales, and Singapore), who graduated from University College London and Columbia Law School with several prizes for academic merit. Focusing her practice on international arbitration and cross-border disputes, she represents clients in various investor-state and commercial arbitrations, including proceedings conducted under the ICSID, ICC, and SIAC Rules. While practicing, she has published in various peer-reviewed journals, including the American Review of International Arbitration and the International Journal of Evidence & Proof. She is currently a Council Member of the Singapore Institute of Arbitrators (SIArb) and the co-chair of the SIArb Young Practitioners Network. She is also a Fellow of the SIArb (FSIArb), as well as accredited as a mediator by both the Centre for Effective Dispute Resolution (CEDR) and the Singapore Mediation Centre (SMC).

Khyati Raniwala – Independent Practitioner Khyati is an independent arbitration practitioner based in Jakarta and formerly an associate at Reed Smith and Stephenson Harwood in Singapore. She has represented parties in proceedings under the rules of major arbitral institutions at all stages of the arbitral process. She has experience in cross-jurisdictional commercial disputes across a wide range of sectors, particularly in the Asia Pacific region. She also has prior experience in Singapore commercial litigation matters. Khyati spent a number of years as a member of the Secretariat of the Singapore International Arbitration Centre (SIAC). At SIAC, she administered and managed over 200 cases related to energy, international trade, construction and infrastructure, joint venture and shareholder disputes. She was responsible for the administration of arbitrations under various versions of the SIAC Rules and UNCITRAL Arbitration Rules involving applications to the SIAC Court relating to consolidation and/or joinder, jurisdictional objections, arbitrator challenges, emergency arbitrations, as well as the SIAC-SIMC Arb-Med-Arb protocol. |
